NAR Level 1 vs. Level 2 vs. Level 3: A Practical Certification Comparison

Compare NAR Level 1, Level 2, and Level 3 high-power rocketry certification, including motor classes, prerequisites, reviews, and limits.

NAR High Power Rocketry certification has three progressive levels. The easiest way to compare them is not to ask which badge is “best,” but what additional responsibility each level asks an adult flyer to demonstrate.

Level 1 covers H- and I-class motors. Level 2 expands to J, K, and L. Level 3 covers M, N, and O. The letters represent increasing total-impulse ranges, but motor access is only one part of the difference. Each step also changes the prerequisites and the depth of review around knowledge, experience, design, construction, and flight.

The three levels at a glance

These are summaries, not substitutes for current procedures. NAR can revise forms or requirements, and local, state, and federal rules still apply. Check the official NAR certification overview before planning any attempt.

Level 1: entering adult high-power rocketry

Level 1 is the first adult HPR certification level. It permits the purchase and use of H- and I-class solid or hybrid motors; NAR notes that certain F- and G-class configurations may also require Level 1 because of characteristics such as thrust, propellant, rocket mass, hybrid propulsion, or spark effects.

The practical transition is from unrestricted model rocketry into the regulatory and range framework for high-power rockets. NAR's high-power rocketry overview explains that high-power models involve propulsion, mass, or other characteristics beyond traditional model-rocket limits and must follow the High Power Rocket Safety Code as well as applicable regulations.

Level 1 is not a “beginner rocket certificate” for children. The adult certification track is for NAR members age 18 or older. NAR separately offers a Junior HPR Participation Program for members ages 14–17, with additional restrictions. Participation in that junior program is not the same as holding adult Level 1 or Level 2 certification.

Level 2: adding an exam and J/K/L flight responsibility

Level 2 requires a valid Level 1 before the candidate even begins the L2 process. The official Level 2 procedures then require an online examination and a certification flight.

The exam has 40 multiple-choice and true/false questions. At least 35 must be correct, which NAR describes as approximately an 87% passing grade. Its subject areas include applicable regulations, motor designations, range and safety practices, and rocket stability.

For the flight, the candidate must build the rocket, use at least one J-, K-, or L-class motor, present the rocket for a preflight safety inspection, and fly in person before a qualified certification team. The flight must be stable, deploy active recovery, return safely, and pass post-flight inspection.

Once completed, Level 2 permits an adult certified NAR member to purchase and use J-, K-, and L-class solid or hybrid motors. That statement does not remove the need to comply with range rules, laws, FAA requirements, and the authority responsible for a particular site.

Eric Song earned L2 on August 4, 2026, with a J-class certification flight that reached 5,000 feet. His certification journey shows how the official requirements translate into a real milestone without inventing unverified rocket specifications.

Level 3: review begins before the flight

Level 3 is the next step after L2 and covers M-, N-, and O-class motors. NAR requires a valid L2 and a flight log showing at least three L2 flights before the candidate begins the L3 process.

The most important structural difference is review timing. NAR describes in-process reviews of the certification rocket's design and construction before flight. That means the review is not limited to a completed rocket at the range. The candidate documents the project and works through the L3 certification process while the system is being designed and built.

It would be misleading to present L3 as simply “L2 with a larger motor.” The required experience and design/construction review reflect a change in project scale and consequence. Anyone considering L3 should use NAR's current L3 materials rather than extrapolate from an L2 checklist.

Why motor letters are not a complete skill ranking

It is tempting to turn H through O into a ladder where a larger letter automatically means a more capable engineer. The certification levels do indicate progressively higher motor access and additional process requirements, but they do not measure every dimension of rocketry skill.

A precise competition rocket can demand careful simulation, manufacturing, payload protection, and recovery tuning even when it uses motors far below L2 classes. Conversely, one successful certification flight is not proof that every future flight will be safe. NAR explicitly describes certification as a measure of competence, not a foolproof guarantee, and it does not replace qualified range safety personnel.

For students, the useful concept is progression: demonstrate control at one level before increasing system energy or complexity. That principle applies even when no NAR credential is involved.

Certification is not a teaching endorsement

NAR certification is a personal high-power rocketry credential. It is not a teaching license, an instructor endorsement, accreditation for a school, or NAR approval of a commercial class.

When a coach holds L2, the relevant benefit is firsthand exposure to the knowledge test, safety inspection, witnessed flight, recovery, and review process. Families should still evaluate how that person teaches: Does the coach let students own the design? Are checks consistent? Do test results lead to documented changes? Credentials add context, but they do not answer those questions by themselves.

Which level matters to a student learning path?

Most students do not need to choose among L1, L2, and L3. Current adult certification requires age 18, and American Rocketry Challenge (ARC) work has its own competition rules, allowed motors, scoring targets, and adult-supervision requirements.

What students can adopt now is the method behind progressive certification:

  1. Build foundational tool and measurement skills.
  2. Learn how mass, stability, propulsion, and recovery interact.
  3. Test with equipment appropriate to the student's age, program, and launch rules.
  4. Inspect the full system before and after flight.
  5. Increase complexity only after results show the previous stage is controlled.

That sequence is more useful than chasing a motor letter. It turns progression into evidence rather than confidence alone.
